What I believe is in the briefcase isn't necessarily an object, it is either an idea or a symbol of that idea. "lives" is most likely referring to being able to actually live a normal life like a civilian or military soldier, no longer would they have to hide and be afraid of bounty hunters and disgruntled governments that are out for their lives. Stardust then promises them that if they are able to save Cascadia they will get more than freedom, but also their "lives" (5). Hitman team is still unconvinced at this time to which Stardust shows them the briefcase to which they are all lost for words, and almost afraid of what is in it. in the dialogue Stardust first shows Kaiser the amount of money they will give him to rebuild Sicario after the disaster of Prospero. So, perhaps Sicario was originally created by the cabal, but that's just speculation because its stated that no one knows who created it or how.

Interesting right? Well, now if you look at Kaisers file it says that he isn't the first leader of Sicario (4). What the spy ships are actually doing is searching for the cabal (3). This is confirmed in the file for the spy ship cat-eye, which states that their goals in the region aren't related to the conflict. The next part says that it is rumored the reason the federation vassalized Oceania was because the federation has information that the cabal is trying to create a mercenary state there.

this in of it self isn't special, until you read the next part. The file regarding the cabal states that it is some kind of shadow illuminati organization. Now when I heard this at first I just took it as nice background lore unrelated to the plot, that is, until I read this from the games lore files in the mission menu. The merc pilot then states that with the Cabal every mercenary lord had a signature mercenary that is their utmost elite and trusted mercenary (1)

One of the things that caught my mind is when a mercenary on mission Valkyrie's Call asks Kaiser if he is related to the "Old Cabal" Kaiser responds that he isn't related to them.
